This is a non-supervisory senior research analyst position with the Office of Policy and Evaluation which has Governmentwide impact on how the Federal workforce is managed. You will design, conduct and report on studies of the Federal merit systems and human capital management policies and practices. Your responsibilities will include developing research methods; working with employment-related datasets; conducting statistical analyses; and presenting and documenting your data and findings.

Responsibilities:

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Monitor and analyze Federal HR issues and initiatives on a continuing basis and recommend specific merit system studies.
  • Research and provide guidance on HR policies, programs, and practices.
  • Conduct studies, to include study design, research and field work, data and issue analysis, and writing a study report that presents findings and recommendations to the President, Congress, and Federal agencies.
  • Consult with and advise the office director and staff and other senior MSPB officials about the significance and consequences of study findings and recommendations.
  • Develop and maintain professional contacts with senior staff of Federal agencies, professional associations, employee and management organizations, and other stakeholders.
  • Represent MSPB before policymakers, Federal agencies, and stakeholders to explain MSPB programs and research, obtain information, and discuss studies.

Requirements:

Basic Qualifications:

  • Extensive knowledge of public sector HR policies and practices and the ability to analyze, interpret, and apply them to complex and diverse organizations and workforce needs.
  • Strong analytical skills to identify research issues, arrive at findings that are both fact-based and principled, and make supportable and persuasive recommendations.
  • Exceptional writing skills to convey information to technical and nontechnical audiences
  • Skill in managing complex projects.
  • Experience in conducting program evaluations or similar analyses of HR-related programs
Desirable Qualifications:
  • Knowledge of qualitative and quantitative research techniques
  • Proficiency in influencing others to accept new practices, policies, and regulations
  • Knowledge of employment law

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

GS-13: To qualify for the GS-13, you must possess one year of specialized experience equivalent to the GS-12 level in the Federal service that demonstrates the ability to--
  • Provide advanced practical advice to managers or other staff members regarding human resources laws, rules, and regulations in two specialized areas (e.g., recruitment, staffing, pay, classification, performance management, employee relations, training, or human resources oversight).
  • Design and implement assessments of complex human resources processes and systems with assistance from supervisors and other experts.
  • With some guidance, make sound recommendations about HR policies and programs that have significant organizational impact.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
