The Food and Drug Administration (FDA), Center for Veterinary Medicine (CVM), Office of Management (OM), Division Talent Development Staff is seeking qualified applicants for several Personnel Psychologist positions. The Office of Management (OM) provides exceptional customer service, guidance, and education on resource and administrative management activities to protect human and animal health. Through leadership and direction, we support CVM’s management and administrative functions including interactions with Center, Agency, Department, and other Federal agencies to assure compliance with statues, executive orders and administrative directives

This position is in the Food and Drug Administration (FDA), Center for Veterinary Medicine (CVM), Office of Management (OM), Talent Development Staff. The office of Management’s (OM) primary responsibility is to provide leadership and direction for CVM’s management and administrative functions. The function of the Talent Development Staff is to manage the Talent Development Learning Center (TDLC) to deliver training, education, and professional development services to the CVM workforce. As a Personnel Psychologist, you will: utilize advanced theories and the technology of applied psychological disciplines in gathering workforce and organizational data to develop projects and initiatives aimed at enhancing employee retention and development, increasing employee motivation, satisfaction, and empowerment, assist in the creation, implementation, and coordination of talent development programs within the Center to include programs specific to fostering scientific expertise and meeting the continuing education requirements of employees, and research and recommend innovative ways to affect change within the Center’s Talent Development Learning Center, associated employee development programs, and other Center-wide training initiatives. 

Applicants at the GS-9 and GS-11 levels should have experience assisting in developing and administering workforce assessment tools for the evaluation of employee development programs, processes, and/or activities; and in assisting the analysis of the effectiveness of employee training curricula using statistical programs (e.g., SPSS, SAS). In addition, applicants at the GS-11 level should have experience developing briefings for management on strategies to improve talent development and/or employee retention programs.
