    • Minimum of 4 years' experience with employment compliance processes, including analysis and validation of selection processes, pre-employment background checks, criminal history records checks, and I-9/E-Verify.
    • Prior Supervisory experience required.
    • Must have proficient knowledge of and practical experience with employment compliance laws and regulations, including but not limited to EO11246, VEVRAA, Section 503, and UGESP.

    POSITION SUMMARY

    JOB RESPONSIBILITIES

    • Leads and manages service efforts, employing IACP staff and contract consultants.  The Manager is required to conduct major portions of the study and to work with study teams in the field.
    • Remains sensitive and responsive to client needs during study periods.
    • Exercises quality control during study periods, including problem correction and cost accountability.
      Presents, explains, and justifies study findings and recommendations in public settings. 
    • Recruits and trains, and managers a broad range of law enforcement subject matter experts who serve as associate consultants in support of IACP Professional Services engagements.
    • Drafts, edits, and produces complex and extensive technical reports.
    • Serves as staff liaison to IACP committees or sections as assigned.
    • Collaborates and provides support for other divisional activities. Assists in the design, development, and delivery of consulting services to agencies on a contract basis for personnel testing, assessment center, executive search, and training services. 
    • Assists in the delivery of domestic and international training.

    MINIMUM QUALIFICATIONS

    • Education and Experience: Master’s degree in relevant discipline required.

    • Ten (10) years of job-relevant experience.  Work at a command level in a law enforcement agency is a preferred experience.

    DUTIES

    QUALIFICATIONS REQUIRED:

    Description:


    As member of a project team, assist with design, administration, and data analysis of survey and interview programs. Individual will be charged with the administrative responsibilities for planning, organization and coordination of interviews of senior consumers of analysis, analytic managers, and analysts. Individual will employ experience in survey methodology to develop questionnaires, design surveys, and testing. Individual will use IBM’s SPSS packages to conduct longitudinal analysis of responses. Individual should be comfortable with outreach to senior-level intelligence and policymaking and will participate in and serve as note taker for the interviews. Individual also will prepare transcripts of and enter data from the interviews using Microsoft Office Suite. As required, individual will assist customer in its efforts to improve the rigor of its evaluation methods and enhance the integrity of evaluation data. Attention to detail in data entry, processing, analysis and output is critical. Position will require travel in the continental United States and overseas in support of the interview program.
     

    Description of Duties:           

    • Minimum 2-3 years’ experience in the conduct and analysis of surveys and interviews.
    • Intermediate knowledge of statistical analytic methods.
    • Demonstrated working knowledge of a statistical analysis software suite, preferably SPSS
    • Microsoft Office proficiency with Word, Excel and PowerPoint
    • Minimum 3 years working with Microsoft Office suite with demonstrated skill in use of Excel to upload, administer, analyze data, and to present findings in tabular and graphic form.
    • Knowledge of USG structure, especially the function, roles, and capabilities of executive department policy components and Intelligence Community member organizations.
    • Minimum 1 year of IC experience.
    • Excellent oral and written communication skills and attention to detail.
    • Bachelor’s degree

    Knowledge and Skills Required:

    • Undergraduate or advanced degree in survey methodology or statistics
    • Demonstrated ability to work with customer to developer and implement survey projects from design to qualitative analysis of data with attention to detail and quality results.
    • Ability to interact effectively and professionally in senior-level management environments
    • Effectiveness in team environments functioning with minimal guidance to accomplish assigned tasks.
    • Flexibility and responsiveness in adjusting to changes in project focus and deadlines
    • Experience conducting online surveys and in-person interviews and suggesting modifications to enhance utility and efficiency
    • Demonstrated excellence in written and verbal communication
    • Basic SQL skills a plus
