    Maintains pool of exam items and editorial standards for Measurement Services (MS). Provides department-wide editorial services. Assists with acquisition of reference materials, development of reference lists, and exam-related research. 


    • Plan and conduct meetings with content expert panelists and item writers to facilitate item writing, reviews, and updates. Coordinate with ANCC colleagues and content experts to enable recruitment and selection of item writers; facilitate meetings; prepare meeting materials and review materials prepared by ANCC colleagues; and provide post-meeting summary reports to department leadership.  
    • Conduct iterative editorial reviews of ANCC exam items as well as other certification products and department documents. Provide feedback and coaching to item/document writers. Research and resolve issues with exam content, quality, or challenges.   
    • Support colleagues with development of exam reference lists and exam-related research.  
    • Maintain, update, and implement Measurement Services Editorial Style Guide. Prepare written procedures pertinent to the position. Maintain all necessary documentation in support of ISO accreditation requirements.  
    • Perform other duties as assigned to support the department’s objectives and strategic goals.   

    Master’s degree or equivalent in Journalism, English, or related field.  

    Related Work Experience  
    Three years of editorial experience.  

    Editing; item writing; meeting facilitation; oral and written communication; use of office computer software (e.g., Microsoft Word, Excel, PowerPoint); and public relations and customer service.

    Job Title: Personnel Research Psychologist II

    Functional Purpose: Serves as a subject matter expert in conducting complex job/needs analyses and developing, validating, evaluating, and deploying selection and learning evaluation systems, tools, processes, and procedures used to make personnel staffing decisions. This classification is responsible for the development and maintenance of complete selection and/or evaluation systems, tools, processes, and procedures, requiring greater accountability, coordination, influence, and professional experience than the Personnel Research Psychologist classification. Positions of this classification are used in the Learning Evaluation and Selection Programs departments.

    Salary Range: $77,300 – $95,654 USD Annually (salary will be competitive and commensurate with experience)

    EDUCATION REQUIREMENT: Graduate degree (Ph.D. preferred) in I-O Psychology or applied degree (e.g., Applied Psychology, Educational Psychology), which included a focus on selection methods and/or psychometrics from a college or university accredited by a national or regional accreditation organization recognized and sanctioned by the U.S. Department of Education.

    Ability to use standard office software (e.g., Microsoft Excel, PowerPoint, Word) sufficient to develop reports, presentations, and graphically present data.

    Knowledge of Industrial-Organizational, Educational Psychology or other closely related applied field with a focus on selection, testing, evaluation or psychometric methodologies.

    Ability to apply the principles of psychometric theory (e.g., classical test theory, item response theory) sufficient to analyze and estimate the reliability and validity of test content and related components.

    Ability to apply legal and professional implications for the development and deployment of high stakes selection and training procedures as set forth in the Uniform Guidelines on Employee Selection Procedures (EEO), Principles for the Development and Validation of Employee Selection Procedures (SIOP), and Standards for Educational and Psychological Testing (AERA, APA) to develop and design of selection systems.

    Ability to design and conduct job analytic procedures (e.g., data analysis, needs assessment, competency modeling) and perform the appropriate data analyses in the development of reliable, valid, and legally defensible selection procedures.

    GSX is looking to hire a Human Capital Analyst for a full-time position supporting the development, maintenance, and sustainment of an enterprise-wide professional certification program.  The Human Capital Analyst will assist in developing and maintaining knowledge and skills-based assessments, certification program information (e.g., Body of Knowledge, annual reports on accreditation and certification) and candidate applications and management process documentation.  Ideal candidates will have applied experience in supporting both quantitative and qualitative analytic efforts and is proficient in basic analytic tools.  The successful candidate for this position will also be collaborative, flexible and agile in response to emerging program priorities.


    Assessment Development - Work in coordination with psychometricians and SMEs to develop and refine assessment tools.

    • Develop the evaluation tool(s)to be used to efficiently and effectively measure mastery of the learning objectives for each certification level and domain
    • Use seed information from SMEs to develop an “alpha” test
    • Analyze item data from beta test using, at a minimum, statistics identified in the program manual
    • Generate the final production version of the assessment based on beta test assessment and review results
    • Support the maintenance and updating of the Certification Program information to ensure that it verifies, validates, and is updated to reflect mission, policy, doctrine, tactics, techniques, and procedure changes, as appropriate.
    • Incorporate additions, deletions, or changes into the essential body of knowledge, certification framework, certification blueprints, or certification scheme, maintain program data and prepare staffing packages for Certification Program Governance Council approval.
    • Analyze item data from production test using, at a minimum, statistics identified in the program manual and develop reports documenting results.
    • Produce the Certification Program Design Document (PDD) that codifies the certification program’s policies, processes, and procedures and provides stakeholders visibility into the strategic, operational, and technical elements of a certification program according to the prescribed format in DoDM 3305.10
    • Prepare applications packages and associated documentation for external accreditation of certification programs in accordance with the requirements of the National Commission for Certifying Agencies (NCCA).

    Application and Candidate Management – Support the development, documentation and maintenance of applications, to ensure:

    • The security of candidate records, scores, and certification and decertification documents.

    Required Qualifications and Experience

    • TS/SCI security clearance
    • Master’s Degree in Industrial/Organizational Psychology or equivalent field in Measurement and Data Analysis
    • 5-10 years of experience applying I/O Psychology, measurement and/or data analysis methods, facts, and principles in an organizational or work setting (applied experience during a graduate program internship is acceptable)
