Successes and Challenges in Personnel Selection: Making It Work in the Private and Public Sectors

2:00 - 4:00 PM: Special Presentation by Drs. Nancy Tippins and Elizabeth Kolmstetter
Despite the legal and professional guidelines for employment testing (e.g., Uniform Guidelines for Employee Selection Procedures, the Principles for the Validation and Use of Personnel Selection Procedures, and the Standards for Educational and Psychological Testing) and decades of highly effective applications of assessment programs across the private and public sectors, virtually all selection researchers continue to face significant challenges in developing, validating, and implementing selection procedures. Failure to appropriately meet these challenges may have severe consequences ranging from legal challenges to the inability to meet the goals of the organization. This session brings together two experts who have designed and implemented many different selection and assessment programs across a variety of organizations in the private and public sectors. Dr. Nancy Tippins, a former SIOP President and SIOP Fellow, has managed large scale assessment and selection programs at Exxon, Bell Atlantic, and GTE. She is currently Principal Consultant at CEB Talent Management (CEB is now Gartner) where she continues to develop and validate tests and assessments for a wide range of jobs and industries. Dr. Elizabeth Kolmstetter, SIOP Fellow and Former PTCMW President, has managed assessment, selection, and talent management programs at federal agencies such as the FBI, ODNI, CIA, and TSA, and is now at NASA. Nancy and Elizabeth will present perspectives (i.e., science and practice, private and public sector trends) across five areas of selection research and application: 1) job analysis, 2) predictor development and selection,3) criterion development and selection, 4) validation research, and 5) test administration. Following their presentation on each area, participants will be encouraged to ask questions and share their own experiences.
